I will quibble with characterizing the Varnagians adapting to the steppes as "remarkable". It is quite normal for the human animal to quickly (hours or days) adapt to extreme lifestyle changes. People don't even need to be forced to adapt to a foreign situation - they do it voluntarily when bored. The adventurous people, anyway. (e.g. backpacking trips)
Definitely that is true, but I would also say that not all people can adapt so easily.
For example, some people "go native" in foreign environment but others don't at all, they only eat their own food, associate with others of their own cultural background, etc. Chinese tourists who usually travel in groups are an extreme example of this.

Just that Russia actively promotes the works of Pushkin, Rakhmaninov, and other aspects of its heritage & culture. On other words, the Russian state tries to continue the cultural legacies of Peter and Catherine the Greats
By contrast, other Western countries seem content to let their heritage fade away and become forgotten, with their populations living among the ruins of classical European civilization like fellaheen amongst the ruins of Greco-Roman civilization (Spengler talks about this)
